A.     Background
The International Labour Organization (ILO)
is a tripartite U.N. agency with government, employer, and worker
representatives as its constituents. This tripartite structure makes the ILO a
unique forum in which the governments and the social partners of the economy of
its Member States can freely and openly debate and elaborate labour standards
and policies. The ILO Country Office for Indonesia and Timor-Leste is carrying
out a diverse programme of activities and projects related to issues such as
employment, labour rights and standards, social protection and skills
development in order to support Indonesia in its development of an inclusive,
sustainable and job rich economy and society. Under its current decent work country programme, the ILO office in
Indonesia put priorities in the left behind categorised area where East Nusa
Tenggara Timur is one of them.
 
Nusa
Tenggara Timur (NTT) Province which consists of 1 urban and 20 rural districts
is a home to a population of 4,679,316 people. The province consists of 1,192
islands among which 42 are inhabited. Geographically, the islands lie between
80 – 120 South Latitude and 1180 – 1250 East Longitude, with a total land area
of 48,718.1 km2. Climatologically, the province belongs to the semi-arid areas
with low rainfall. Wet or rainy season usually lasts short for approximately
3to 4 months with the lowest average annual rainfall of 800 mm and highest of
3,000 mm.
 
The
economy of the province relies on agriculture, which accounts for 39.62% of
Gross Regional Domestic Product (GRDP). Provincial economic growth rate was
4.2% in 2009 while national rate achieved 6.1% in the same year. The Human
Development index of the province has improved gradually for the past few
years. However, low level of income and high prevalence of under nutrition
ranked the province as 31st out of 33 provinces in 2009. These conditions
indicate that there is still much to be done by the government and all
stakeholders to work harder for making improvement. Among the 100 priority
districts in Indonesia in the national Food Insecurity Atlas (FIA) 2005, 10
districts were in NTT Province. 
 
The
government of NTT Province has been promoting agricultural production and has
adopted several protection measures for its farmer. Although agriculture
(including livestock, forestry and fisheries) sector contributed most to GRDP,
the growth rate of the sector has been the lowest in comparison with other high
contribution sectors, such as trade and services (contribution to GRDP was
24.4% and 16.09%). Rice, maize and cassava are the primary staples in NTT
Province and make up close to 70% of total crop production in the province. 
 
Food
insecurity is one of the most significant development constraints in the NTT
province. Food availability is negatively impacted by severe agro-climatic
conditions and seasonality. However, unstable and low incomes and poor working
conditions, which are the result of general lack of decent and productive jobs,
remain the most critical challenge in ensuring adequate access to food and
building livelihood resilience. These food insecure areas are mostly located in
Timor Island and Sumba Island and in several parts of Flores such as in
Manggarai Timur and Manggarai district.
 
The ILO
through its SECTOR, has developed a holistic, multi-sectoral Decent Work for
Food Security and Sustainable Rural
Development (DWFS) programme that works in partnership
with other UN agencies and development actors to support its tripartite
constituents – government, employers and workers – to give effect to their
national and regional food security strategies and to achieve food security for
all. The unique features of the DWFS Programme are : focus on the interrelated
sectors of the food system; from farm to table approach and multi-disciplinary
nature of the programme. DWFS programme to be implemented in Indonesia’s Nusa
Tenggara Timur Province, Kenya, Malawi, and Myanmar.
 
DWFS
programme in NTT aims to promote food security and sustainable livelihoods of
small-scale producer and agricultural workers and their families through
enhanced decent work conditions and opportunities in key agro-food value chains
with high employment, income generation and productivity potential. In 2012,
the ILO has gathered basic information and consulted relevant stakeholders in
order to acquire better understanding if the decent work situational and its
impact on the state of food security in the province. Three value chain has
been identified. These are maize, cattle and seaweed.
 
B.     Position 
To manage implementation of the Decent Work for Food Security and Sustainable Rural Development, the ILO Country
Office for Indonesia and Timor-Leste is hiring one National Administrative and
Finance Clerk to based in Kupang-NTT. The
incumbent will report to the Project Manager and the Director of the ILO
Country Office for Indonesia and Timor-Leste in Jakarta. Under the direct
supervision of the Project Manager and general guidance of the National Project
Officers, the National Administrative and Finance Clerk will perform the
following: 
 
 
Duties
and Responsibilities
1. Search
and select information and records in specified format or on the basis of
general instructions for use by others in preparing reports, correspondence,
technical papers, project or programme plans and general reference documents.
2. Make
disbursements from petty cash fund. Maintain records of such disbursements and
balance accounts as required; Prepare the project petty cash accounts for
approval by the supervisor;
3. Calculate
and ensure completeness/accuracy of travel expenses claims by all project
staff, and overtime claim for further transmission to ILO Jakarta  for settlement;
4. Responsible
for procuring project supplies and arranges for control of distribution and
maintenance of appropriate inventory records.
5. Provide
administrative/logistic support for capacity building, meetings, seminars
and/or workshop and prepare and ensure accurate Statement of Expenditures of the
events 
6. Assist the development of budget reporting
format for stakeholder receiving support from the project as well as follow up
with financial reporting from stakeholder receiving support from the project;
7. Maintain project information systems
(including paper and electronic filing systems) for administrative, financial,
equipment, reporting and all other correspondence;
8. Prepare
Letters of Agreement, Service contracts and external collaborator contracts 
9.  Arrange
appointments, receive visitors, organize meetings and local travel arrangements
for project staff
10. Clear outgoing
correspondence for accuracy and conformity with established procedures before
sending out, take follow-up action as required, 
11. Perform
other duties as may be required                                                                       
C.
Experience and qualifications
* Experience: At least four years of
experience in administrative and finance-related work. Previous work experience
in the UN/internationalorganizations will be considered an advantage.
* Education:Completion of
tertiary school education, supplemented by a finance/administration diploma is
the minimum requirement.

to work Microsoft Office programmes (Word, Excel, PowerPoint, E-mail)   required for work.

to deal with a range of staff and to respond to their queries.

Written
