Human Resources Officer


KNCV Tuberculosis Foundation (KNCV) is a leading non-governmental organization working in Global Tuberculosis (TB) Control. KNCV Tuberculosis Foundation has a strong reputation in national and international TB control. As a non-profit organization KNCV is active in over 40 countries in Europe, Africa, Latin America and Asia.  The central office is located in The Hague, The Netherlands.  KNCV Indonesia consists of a dynamic team of 95 staff members working in 10 provinces, all to help combat tuberculosis in Indonesiain close cooperation with the Ministry of Health.

TB CARE I
A coalition of 7 partner organizations carries out the USAID funded TB
CARE I project in more than 22 countries. The objective is to “Decrease
morbidity and mortality by increasing case detection and treatment success of
pulmonary TB patients in USAID priority countries”.  KNCV Tuberculosis
Foundation is the Prime Partner of TB CARE I.

HUMAN
RESOURCES OFFICER
Duty station:      Jakarta, Indonesia
KNCV
offers an excellent opportunity to demonstrate and develop your expertise in
all administrative matters and practices related to Human Resources and work in
an energetic team. 
Responsibilities: 
To provide support to the Head of
Human Resources in arranging all administrative personnel matters including recruitment,
training and development, payroll, staffing, and performance management system.
The Human Resources Officer works together with the Head of Human Resources in
maintaining the efficient office systems and procedures, with particular
emphasis on internal and external communication in all 9 KNCV offices in
Indonesia. 
 
Key
Accountabilities: 
•          Provide administrative and coordination
support  for recruitment, including
advertising the position, processing applicants, providing necessary
information to potential applicants on the recruitment process, arranging the
interviews and manage the recruitment files
•           Support
and coordinate on-boarding/orientation of new staff including offer letter, new
starter kit/documentation, personnel files; facilitation of orientation program
and HR session
•          Produce HR reports including annual leave,
recruitment up date, employee tracking, and other reports as necessary
•          Support line managers on performance management,
team learning and development in line with the L&D Plan
•          Implement and monitor HR systems and procedures
including contract and end of contract management, monitoring of probationary
period, HRMIS, leavers, administration of benefits, etc
  
Qualifications:  
·         Bachelor Degree from any social study, preferably
in Human resources Management 
·         Demonstrated, minimum of 2 years human resources
experience, especially in administration and compensation & benefit
·         Basic knowledge on Performance Management and
Job Evaluation
·         Preferably working experience in non-profit
organizations
Competencies: 
·         Good communication skills
·         Excellent in excel, financial reports and graphs 
·         Analytical 
·         Pro active, monitors own work to correct errors
·         Good knowledge of spoken and written English

SENIOR
PROCUREMENT OFFICER 
Duty station:      Jakarta, Indonesia
You will play an important role in the management of Technical
Assistance Procurement for the implementation of the Global Fund Grant for
combating tuberculosis in Indonesia. KNCV will manage  the Technical Assistance Procurement for the
two main Grant Recipients: Ministry of Health and Aisyiyah. You will be
responsible for independently organizing all activities of procurement and
monitoring of technical assistance for the Global Fund Grant
Implementation.  To fulfil this job you
will need to work in close cooperation with implementing organization and technical
staff to ensure the procurement documents meet the required standards.  
 
Responsibilities
and accountabilities: 
·         Organize review and
process all planned Technical Assistance activities ensuring qualified Terms of
Reference with sufficient clarity on specifications given for good and services
and clear deliverables. Confirm any other relevant information from MOh or
Aisyiyah
·         Coordinate and ensure
that all TA services are reviewed and approved in accordance to the USAID
procurement guidelines and authorization matrix.
·         Identify potential
consultants and consultants networks for the announcement and disbursement of
tenders,
·         Plan and implement the
procurement activities, including obtaining quotations, preparation of evaluation
and recommendation, from Purchase Order (PO) to Service Agreement (SA) and
delivery of services in accordance to USAID procurement guidelines. 
·         Supervise the Finance
Assistant in managing the budgets for the two sub grants.  
·         Coordinate and monitor
the delivery of services and ensure through established procedures that all
received services are in accordance with the terms and specifications as in ToR
and Approved Proposal. Furthermore ensure quality and opportune delivery of TA services.
·         Report to MOH and
Aisyiyah on the status of procurements, including estimated time of delivery
and/or any changes which may affect pre-determined delivery conditions. In the
event of changes, propose alternatives to mitigate delays in project
implementation processes.
·         Design and prepare monthly
progress report for TA procurement activities and provide brief updates to GF
implementing organization. 
·         Act with integrity and
professionalism at all times. 
 
Job Qualifications:  
·         University degree 
·         5 years’ experience in
project operations including finance,
·         Working experience in
non-profit organizations
·         Experience working in
projects with multiple partners
·         Ability to work with
minimal supervision; 
·         Ability to work under
pressure and to respect often tight deadlines;
·         Ability to prioritize
jobs
 
Competencies: 
·         Good communication

solving skills, and ability to grasp quickly complex programming and budgeting
in  a range of programmatic issues

TA coordinator for
Global Fund project 
Duty
station:      Jakarta, Indonesia

You will play an
important role in the coordination and management of Technical Assistance (TA)
supporting implementation of Phase 2 of the Global Fund Grant for combating
tuberculosis in Indonesia. 
In close
collaboration with the KNCV Technical Team you will be responsible for
organizing all activities related to implementation of the technical assistance
plan including recruitment, monitoring, quality assurance of technical
assistance and reporting.  To fulfil this
job you will need to work in close cooperation with local and, if needed,
international consultants and ensure timely and quality implementation of TA plan
to GF Primary Recipients (MOH and Aisiyah). 
Responsibilities and accountabilities: 
·         Develop
scope of works for all planned TA activities in cooperation and coordination .
·         Coordinate
with respective PR to obtain agreement on the result of the tender process
·         Monitor
and ensure quality of the implementation of the planned TA activities are
in accordance with the approved ToR and in line with national TB control
program
·         Provide
feedback/report to PRs on a regular base on progress of TA implementation 
·         Conduct
evaluation of the output of each completed TA activity prior to reporting to
respective PR.
 
Job
Qualifications:  
·         Public Health specialist preferably with Medical degree and  minimum 5 years experience in TB
control/ program management
·         Proven Project Management track experience
·         Working experience in non profit organizations
·         Experience in liaising with Government authorities
·         Team player ánd able to work independently
